Cyprus Energy Performance Certificates: What the Rating Actually Tells You

What an EPC is and when it is issued

An Energy Performance Certificate is a mandatory document in Cyprus for any property being sold, rented or newly constructed. It is issued by a registered energy assessor following a standardised methodology set by the Ministry of Energy, Commerce and Industry, and it rates the building's calculated energy performance on a scale from A+ (best) to G (worst).

For a new-build home, the certificate is prepared from the approved architectural and mechanical drawings and the specified construction materials, rather than from a physical inspection of an already-occupied building, since the assessment typically takes place before or at completion.

What the calculation actually measures

The rating is derived from an estimate of the building's primary energy demand per square metre per year, covering heating, cooling, domestic hot water, ventilation and, in some cases, lighting. It is a standardised calculation based on reference occupancy and climate assumptions, not a prediction of any individual household's actual bill.

  • Building envelope performance: wall, roof and floor U-values, glazing specification
  • Airtightness and thermal bridging at junctions
  • Efficiency of installed heating, cooling and hot water systems
  • Contribution from on-site renewable generation, typically photovoltaic
  • Standardised occupancy and climate data, not the buyer's actual usage pattern

Why two 'A-rated' homes can perform differently

Because nZEB requirements mean most new Cyprus homes now cluster in the A to A+ band, the letter grade on its own has become a fairly blunt tool for comparison. The more informative figure sits inside the certificate itself: the calculated primary energy demand in kWh per square metre per year, and the breakdown between heating, cooling and hot water loads.

A compact, well-shaded apartment with a small glazed area and a well-sized heat pump can have a materially lower calculated demand than a larger, more glazed unit in the same building, even if both certificates show an A rating. Ask for the full certificate, not just the summary label.

Using the EPC when comparing developments

When comparing two developments, request the EPC for a comparable unit type (similar floor area and orientation) in each, and compare the underlying kWh/m²/year figures rather than the letter grade alone. It is also worth asking whether the PV contribution assumed in the certificate matches what will actually be installed, since design changes between permit stage and completion occasionally alter the final renewable contribution.

What the certificate does not cover

The EPC does not assess indoor air quality, acoustic performance, water efficiency or the durability of finishes, and it is not a substitute for a snagging inspection. It is a single, standardised measure of calculated energy performance and should be read alongside the technical specification and, where possible, the structural and mechanical drawings.
